Why we do not issue certificates for raw materials (unprocessed gemstones)

Our laboratory issues gemological reports and certificates for gemstones, both set in jewelry and not fixed in any jewelry. In this regard, we are faced with the question - why do we not issue certificates for raw gemstones? To answer this question, we will turn to Russian legislation (Criminal Code of the Russian Federation), which defines "the execution of a transaction related to knowingly illicitly mined gemstones, as well as amber, jade or other semi-precious stones, as well as their illegal storage, transportation or shipment in any form, condition, with the exception of jewelry and household items and scrap of such items" as illegal and subject to criminal prosecution. While the certificate is a document that allows the sale of a certified stone. That is, the gemological laboratory (whose competence does not include checking the permit documentation for the extraction of materials submitted for certification), issuing such a document, becomes an accomplice to the offense (crime), facilitating illegal turnover. In order to avoid any misunderstandings on the part of law enforcement agencies, the administration of the gemological center decided to refuse certification of jewelry raw materials, except for the diagnosis of mineralogical materials represented by gems, which in turn allows informing the owner about the material (mineral type, as well as the nature of origin) that the owner has, without crossing the line of legislation.
